(News Portal – Dong Nai) – On December 16, at the headquarters of the Central Party, the Central Organization Commission held a national conference to review the results of Party organization and building work in 2024 and to outline tasks for 2025. General Secretary To Lam attended and directed the conference.
The conference was conducted in a hybrid format, combining in-person and online participation with provinces and centrally-governed cities. The meeting was chaired by Politburo Member, Secretary of the Central Party Committee, and Head of the Central Organization Commission Le Minh Hung, along with Deputy Heads of the Central Organization Commission. Attending the conference were Politburo Members, members of the Secretariat, members of the Central Party Committee, and leaders of Central departments, ministries, and organizations.
From Dong Nai Province, attending the conference at the Central Party headquarters were Central Party Committee Member and Secretary of the Provincial Party Committee Nguyen Hong Linh, and Standing Member of the Provincial Party Committee and Head of the Provincial Organization Commission Dao Van Phuoc.
At the Dong Nai venue, attendees included Standing Deputy Secretary of the Provincial Party Committee Ho Thanh Son; Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Vo Tan Duc; Standing Member of the Provincial Party Committee and Chairman of the Provincial People's Council Thai Bao; Standing Member of the Provincial Party Committee and Chairman of the Provincial Vietnam Fatherland Front Committee Cao Van Quang; along with other members of the Provincial Party Committee and leaders of various local units and departments.

Significant Progress in Party Organization and Building Work
The Central Organization Commission reported that in 2024, the Party organization and building sector actively and effectively implemented comprehensive tasks related to Party organization and building work.
Since the beginning of the term, the Central Organization Commission has submitted 79 proposals and tasks to the Central Party Committee, the Politburo, and the Secretariat, while advising on the issuance of 72 documents, contributing to refining the Party's regulations on organization and building work.
The sector has also actively prepared for Party congresses at all levels, leading up to the 14th National Party Congress. Notably, it has vigorously and comprehensively implemented resolutions on Party building and rectification and building the political system, including promptly summarizing Resolution 18 on restructuring organizational apparatus, streamlining staffing, and restructuring the workforce of officials, civil servants, and public employees in the most urgent and resolute manner.
In his directive speech, General Secretary To Lam commended the achievements of the Party organization and building sector in 2024. He also identified existing limitations and challenges within the sector and highlighted lessons learned to address these issues thoroughly in the coming period.

Focus on Advising Organizational Restructuring
The General Secretary emphasized that the Party organization and building sector must continue advising and proposing the development of a streamlined, effective, and efficient political system. The goal of streamlining is to ensure smooth operations with fewer personnel while maintaining high performance and meeting quality standards, particularly to create the most favorable conditions for businesses and citizens.
After local units summarize Resolution 18, the Party organization and building sector will compile and report the results to the Politburo and the Central Party Committee.
In the immediate future, the sector must advise on the functions, tasks, and organizational structures of Party bodies; Party committees within the Government, National Assembly, Vietnam Fatherland Front, and other organizations; as well as Party, judicial, and Presidential Office bodies following the restructuring under Resolution 18-NQ/TW.
Tasks must be implemented decisively to ensure that post-restructuring agencies, units, and organizations operate seamlessly, effectively, and efficiently, without work interruptions, vacancies, or negative impacts on normal activities. Additionally, attention must be given to addressing policies and ensuring political and ideological support for officials, civil servants, and employees affected by restructuring and staff reductions.
The sector must also advise on managing and allocating staffing for Party bodies, the Vietnam Fatherland Front, and socio-political organizations at central and provincial levels, ensuring compliance with the roadmap to reduce staffing by at least 5% by 2026. It must conduct thorough evaluations and coordinate on proposals regarding organizational structures and staffing within the political system.
The Party's regulations must be urgently reviewed, revised, supplemented, and newly issued to define functions, tasks, organizational structures, work relationships, and working regulations for Party committees across various levels, ensuring consistency from the central level to the grassroots.
Each level and sector must restructure its workforce, innovate recruitment, promotion, and appointment processes, create mechanisms to attract talent, and also remove underqualified or unethical officials from state agencies and the political system.
The tasks for 2025 for the Central Organization Commission and the entire Party organization and building sector must be closely aligned with preparations for Party congresses at all levels, leading up to the 14th National Party Congress.
