(News Portal – Dong Nai) - The Provincial People's Committee has just issued Decision No. 3307/QĐ-UBND approving the Competitiveness Assessment Index for departments, sectors, and localities in Dong Nai Province (DDCI) for the year 2024.
Central Party Committee member, Secretary of the Provincial Party Committee Nguyen Hong Linh, and Chairman of the Provincial People's Committee Vo Tan Duc, along with leaders from the VCCI Ho Chi Minh City branch, presented flowers and congratulated the departments and sectors in the province that achieved the highest DDCI scores in 2023.
The establishment and implementation of the DDCI in the province aim to enhance the quality of management by departments, sectors, districts, and cities, creating a continuous and synchronized reform momentum across industries and levels to foster a favorable, open, and transparent business investment environment locally. Additionally, it ensures adherence to principles such as: practicality; specific accountability; feasibility; accuracy, transparency; and confidentiality.
The assessment will cover 20 departments and sectors, as well as 11 People's Committees of districts and cities in the province. Within this, the local DDCI component index includes 9 indicators, including: transparent access to information and digital transformation; unofficial costs; time costs; fair competition; business support; legal institutions and public order; dynamism, creativity, and operational efficiency of the unit; green index; and land access and stability in land use.
The DDCI component index for departments and sectors consists of 8 indicators, including: transparent access to information and digital transformation; unofficial costs; time costs; fair competition; business support; legal institutions; dynamism, creativity, and operational efficiency of the unit; and green index.
Regarding the requirements, the DDCI will closely follow the assessment content of the Vietnam Chamber of Commerce and Industry (VCCI) concerning the Provincial Competitiveness Index (PCI) of Dong Nai Province. The method of constructing the index system and assessment criteria for the DDCI will be similar to the PCI component indicators, based on flexible application to ensure feasibility and alignment with the specific characteristics and actual conditions of departments, sectors, districts, and cities, with consultation from PCI experts and the business community during the construction and implementation process.
The DDCI survey will be conducted among enterprises (including FDI enterprises) and cooperatives registered under the law that are actively producing, doing business, and implementing investment projects throughout the province.
