(News Portal – Dong Nai) - On November 14, Deputy Chairman of the Provincial People's Committee Vo Van Phi held a meeting with relevant departments, Vinh Cuu district, and LE DELTA Joint Stock Company (the investor) regarding the feasibility study report for the Waste-to-Energy Plant project in Vinh Tan commune, Vinh Cuu district, implemented under the Public-Private Partnership (PPP) model (referred to as the Vinh Tan Waste-to-Energy Project).

Reporting on the progress, Mr. Phan Trung Hung Ha, Deputy Director of the Department of Planning and Investment, stated that in October, the department signed an agreement to prepare the feasibility study report with the investor. Regarding the detailed planning work (1/500), Vinh Cuu district is currently inviting bids, with the deadline ending on November 15. It is expected that the planning approval will be submitted for appraisal by the end of November. Concerning the technology needed to complete the environmental impact assessment report, the Department of Science and Technology recently established a council and held a meeting to evaluate the technology. The initial results were generally in agreement with the project's technology; however, council members also suggested revising some details and clarifying the ratio of bottom ash.
After listening to reports from the relevant units, Deputy Chairman Vo Van Phi noted that there are still two major issues in this project that need immediate attention: planning and the environmental impact assessment report.
Regarding planning, immediately after the bidding period ends, if no unit participates, the Vinh Cuu district People's Committee will implement a designated bidding plan. The Department of Construction will support the locality in performing planning tasks and carrying out other tasks concurrently to shorten the time frame.
The technology used for the project must ensure the ratios for the disposal of inert waste, fly ash, and bottom ash according to the resolution of the Provincial People's Council; the investor must finalize the report based on the evaluation opinions of the technology appraisal council to complete the environmental impact assessment report for submission to the Ministry of Natural Resources and Environment for approval.
The Vinh Tan Waste-to-Energy Project was approved by the Provincial People's Council in the investment policy under Resolution No. 28/NQ-HĐND dated September 22, 2022. The project has a total investment of nearly 2.3 trillion VND, consisting of two phases: phase 1 with a capacity to process 800 tons/day and generate 20MW of electricity, and phase 2 increasing the capacity to 1,200 tons/day with a power generation of 30MW.
