Effective Development of High-Tech and Organic Agriculture

(News Portal – Dong Nai) - On August 27, Mr. Ho Thanh Son, Permanent Deputy Secretary of the Provincial Party Committee, chaired a conference to review the three-year implementation of Plan No. 110-KH/TU dated December 31, 2021, issued by the Provincial Party Committee, which focuses on the development of high-tech and organic agriculture, tied to processing industries and product market expansion in the province through 2025.

The conference was attended by Mr. Thai Bao, Chairman of the Provincial People's Council; Mr. Pham Xuan Ha, Head of the Provincial Party Committee's Propaganda Department; Mr. Vo Van Phi, Vice Chairman of the Provincial People's Committee; along with numerous businesses, cooperatives, farm owners, and farmers from across the province.

Significant Achievements
The development of high-tech and organic agriculture, aligned with processing industries and market expansion, is one of the four key breakthroughs identified by the Provincial Party Congress for the 2020-2025 term. The Standing Committee of the Provincial Party, its subordinate Party committees, the Party caucuses, the Party delegations, the Vietnam Fatherland Front in the province, and other political and social organizations have focused on and decisively directed and managed the effort. Various sectors, local governments, businesses, cooperatives, production groups, and farmers have made significant efforts to overcome difficulties and effectively implement the planned tasks and solutions.

After three years of implementing Plan No. 110-KH/TU, the proportion of key agricultural products utilizing HT has reached nearly 46.3%, with an estimated value of over VND 34.7 trillion, achieving nearly 92.6% of the target set for 2025, surpassing the initial plan. The province has established eight high-tech agricultural production zones, with 419 HT agricultural models, exceeding the target set for 2025. Additionally, 328 businesses have invested in high-tech agriculture within the province. The proportion of workers in high-tech agricultural enterprises, cooperatives, and farms who have received training or professional guidance has reached nearly 92.7%.

The province now has more than 885.5 hectares of organic agricultural production, accounting for nearly 0.5% of the total agricultural production area. The proportion of key agricultural products produced according to good agricultural practices (GAP) or equivalent standards has reached nearly 10.3%, meeting 41% of the 2025 target. The province has also established 15 organic agricultural production zones, covering 1,555 hectares, which is five times the target set for 2025. Currently, nine models have received organic certification with a total area of nearly 28 hectares.

Market Development Integration
Permanent Deputy Secretary Ho Thanh Son noted that high-tech is increasingly being applied on a large scale, and organic agriculture and GAP-compliant agricultural production are continually advancing. Concentrated agricultural production zones now have basic infrastructure such as in-field roads, irrigation systems, and electricity that meet the production needs of the population. The agricultural processing industry continues to develop positively, with the value-added growth rate of food processing industries consistently maintaining above 5% per year. These results contribute to job creation and promote rural economic development.

The achievements so far have affirmed that the province is on the right path. Going forward, efforts must be intensified based on the remaining tasks to create detailed plans, specific timelines, and corresponding resources. Additionally, the monitoring, inspection, and supervision by the heads of Party committees at all levels must be strengthened to ensure that 100% of the targets are met by the end of 2025. Focus needs to be placed on effectively implementing the policies, programs, and projects on agricultural and rural development that have been issued by the province.

However, despite the achievements, there are still limitations and shortcomings in the implementation of Plan No. 110-KH/TU that need to be seriously addressed in the coming time. For instance, the progress in certain areas, such as the certification of food safety compliance for agricultural land, remains slow; the effectiveness of agricultural cooperatives is still low; and access to incentives in land, finance, and credit for businesses and the public is limited, hindering development. Infrastructure for preliminary processing, processing, preservation, and packaging of agricultural products is still underdeveloped, lacking synchronization and modernity, and not keeping pace with development needs. The progress in establishing and operating the Agricultural Processing Industrial Clusters in Dinh Quan and Cam My districts is still slow. The implementation of the Israel Project in practice also faces many difficulties and obstacles, leading to inefficiencies.​

Permanent Deputy Secretary Ho Thanh Son emphasized that the role of the Department of Industry and Trade is crucial in effectively implementing market information dissemination to provide timely updates to producers on prices and short- and long-term market trends, both domestically and internationally. This enables farmers to proactively adjust production scales and balance supply and demand according to market needs. Furthermore, international cooperation in trade promotion and investment in the agricultural sector should be strengthened.

According to Permanent Deputy Secretary Ho Thanh Son, to build on the successes and address the limitations and shortcomings, it is necessary for Party committees, governments, and mass organizations at all levels to provide closer direction and thoroughly address the identified issues. Continued efforts to improve public communication and awareness are essential. In particular, there should be a review and evaluation of the implementation results, with adjustments to the Israel Project to align with current requirements and realities.
