Ha chaired an online working session with ministries, sectors, localities, and
investors to hear reports on resolving issues related to fill materials for key
transport projects in the South. At the Dong Nai bridge point, Vice Chairman of
the Provincial People's Committee Vo Van Phi chaired the meeting.

For Dong Nai province, Vice Chairman Vo Van Phi stated that for the Bien Hoa - Vung Tau Expressway Project, the investor and construction contractor have currently proposed three locations to be added to the material survey records and special mechanism-based mining to serve the road construction. Regarding new mining, applied under special mechanisms (Resolution No. 59/2022QH15 dated June 16, 2022, of the National Assembly, Resolution No. 90/NQ-CP dated July 25, 2022, of the Government) and the guidance of the Ministry of Natural Resources and Environment, there have been encountered difficulties and obstacles.
Accordingly, the mining area under special mechanisms must meet the requirement of being a mineral area within the new mineral planning to be included in the material survey records for the project and must undergo land use conversion. The post-mining land area must be handed over to local management (i.e., handed over to the Provincial People's Committee to become public land).
Meanwhile, the three proposed material mining locations for the Bien Hoa - Vung Tau Expressway have already issued land use rights certificates to individual households. The residents do not agree to hand over the entire land area to local management after mining but only agree to continue using the land after mining. The proposed mining locations are not mineral points and are not included in the mineral planning... Therefore, the province recommends that the Government consider and guide the locality in implementing procedures to resolve difficulties and obstacles.
At the working session, Deputy Prime Minister Tran Hong Ha requested the Ministry of Natural Resources and Environment review regulations and guide the locality in implementing procedures to soon exploit land mines to serve the Bien Hoa - Vung Tau Expressway Project.
