Accelerates the disbursement of public investment capital in the last months of 2023

(News Portal – Dong Nai) – In 2023, Dong Nai province has set the target of disbursement of over 95% of total public investment capital in the province. Therefore, the last months of the year are the time when units need to speed up their capital disbursement.

The capital disbursement rate is still low 

In 2023, the total public investment capital in the province is more than 14,7 trillion VND. However, by the end of the third quarter, disbursed public investment capital in the province only reached approximately VND 4 trillion, equivalent to about 27% of the plan. This is the province's lowest disbursement rate compared to the same period in many recent years and is much lower than the national average rate.  

According to Deputy Director of the Department of Planning and Investment Tran Vu Hoai Ha, the main reason why the disbursement rate of public investment capital in the province is low is mainly due to problems in site clearance, the effectiveness of investors as well as consulting units and contractors in executing projects.

To carry out 25 projects in 2023, the Provincial Investment And Construction Project Management Board Of Transportation Works has allocated a capital of more than 1.1 trillion VND. As of September, the unit has disbursed nearly 388 billion VND, reaching more than 31% of the assigned plan. Notably, of the 25 projects assigned to be implemented, there are 4 projects that have not yet been able to be disbursed.​

Mr. Duong Minh Tam, Deputy Director of the Provincial Investment And Construction Project Management Board Of Transportation Works, said that the biggest challenge, affecting the progress of capital disbursement, was in site clearance in preparation for the construction of these projects. Most of the under construction projects are behind schedule due to lack of construction space.

Miss Nguyen Ngoc Lien, Vice Chairwoman of the People's Committee of Bien Hoa City, said that currently, site clearance work at a number of projects in the area such as: construction of Huong Lo 2 (section 1, phase 1), the road along the Dong Nai river (the section from Hoa An bridge to the border with Vinh Cuu district), the road along the Cai river (the section from Ha Huy Giap street to Tran Quoc Toan street) are all facing similar problem.

Explaining the disbursement figure of 0% after the first 9 months of the year, head of the Department of Agriculture and Rural Development said that because the consulting unit that compiled the project documents to repair and renovate the department's headquarters did not meet the requirements, so the dossier appraisal process must be edited. Therefore, up to this point, the capital has not been disbursed yet.

Resolve every problems

Recently, the Provincial People's Committee issued Directive No. 10/CT-UBND on accelerating the progress of implementation and disbursement of public investment capital in the province in the last months of 2023. In particular, the Provincial People's Committee continues to emphasize the goal of 2023 for the disbursement rate of public investment capital in the province is over 95% of the plan assigned by the Prime Minister. This means that, in the remaining 3 months of the year, the province must disburse 68% or more of the total capital.

According to Acting Chairman of the Provincial People's Committee Vo Tan Duc, while the amount of remaining work is large, the end of the year is near. Therefore, relevant departments and units must have solutions to remove problems, especially in site clearance work as soon as possible. “The capital allocated for compensation, support, and site clearance accounts for about 2/3 of each project. Therefore, if the issues can be resolved and the capital allocated for site clearance work can be disbursed, the disbursement rate will achieve more positive results" - Acting Chairman of the Provincial People's Committee Vo Tan Duc stated.

To speed up the progress of site clearance work, Acting Chairman Vo Tan Duc requested localities, in the remaining months of 2023, to focus on directing the implementation of site clearance work. At the same time, they must review the organizational structure and personnel performing site clearance work, and establish a strict coordination effort to speed up the progress, as well as forming authorized groups to propagate people to hand over the premises. “We must reform the team and coordination process in a strict manner to speed up progress. Chairman of the People's Committee of districts and city must bear the main responsibility for the progress of site clearance" - Acting Chairman of the Provincial People's Committee Vo Tan Duc emphasized.

In addition, the Provincial People's Committee also requests relevant units to strengthen discipline in the disbursement of public investment capital and promptly remove any issues related to land and resources. They must strictly handle investors, project management boards, organizations and individuals who intentionally cause difficulties, hinder and slow down the implementation progress and disbursement of public investment capital, as well as timely replace officials, civil servants and public employees who are incompetence, stagnant, causing harassment and trouble, while resolutely handle negative behaviors in public investment management.

Investors and construction contractors must make detailed disbursement plans for each project and strictly comply with the plan on a monthly and quarterly basis. ​
