Making roads for construction

 Construction of the Long Thanh Airport Phase 1 project started in early 2021. Up to now, some basic bidding packages such as leveling and drainage, foundation piles of the passenger terminal have been implemented. These are bidding packages that play an important role in serving the construction of the next items of the project. In 2023, a series of important projects of the project such as the construction of passenger terminals, runways, parking lots... will continue to be implemented. With these items, the demand for transporting materials and machinery for construction is very large. Therefore, the need to build traffic routes for the construction process will also become very urgent.

In the past time, provincial road 769 is the main route serving the process of transporting equipment, machinery and raw materials for the construction of the project. However, with its small scale plus a large number of vehicles, this route can hardly meet the demand for transporting materials when the phase 1 Long Thanh Airport project enters the peak construction phase.

According to the plan, to serve the traffic connection for Long Thanh Airport, there will be 2 traffic routes T1 and T2 invested and built. In particular, the T1 route, in addition to serving traffic connections for Long Thanh Airport when put into operation, also plays the role of a public route serving the project construction process.
Route T1 with a length of 3.8km will have the starting point from the west gate of Long Thanh airport connecting with Bien Hoa - Vung Tau expressway, national road 51 and the end point connecting with provincial road 25C. According to the original plan, this road will be started construction by the end of 2022. Therefore, the requirements for site clearance are very urgent.

Mr. Le Van Tiep, Chairman of Long Thanh district People's Committee said that to serve the construction of the T1 route, the locality will have to recover more than 66ha of land, of which more than 60ha belongs to households and individuals. Up to now, the authorities of Long Thanh district have completed the tally of the current state of land use for the entire land area used by households and individuals. “After the Provincial People's Committee promulgates the specific land price, the organization in charge of compensation will prepare a plan for land acquisition and site clearance and is expected to complete the compensation and site clearance work in the first quarter of 2023. "- Mr. Le Van Tiep said.

Meanwhile, for an area of nearly 60ha that needs to be recovered to build the T2 road, so far, Long Thanh district has also basically completed the tally of the current state of land use. The work of compensation and site clearance to serve the construction project of the T2 route is expected to be completed in the first quarter of 2023.

 Soon to expand HCMC - Long Thanh - Dau Giay expressway

 As expected, in 2025, the Long Thanh Airport project phase 1 will be completed and put into operation. With limited time, the synchronous completion of traffic routes connecting the airport to serve the needs of exploitation is also very urgent. In the planning, the Ho Chi Minh City - Long Thanh - Dau Giay expressway is the main connection between Long Thanh Airport and Ho Chi Minh City when this project is completed and put into operation.

Vu The Phiet, General Director of Airports Corporation of Vietnam (ACV), said that according to the pre-feasibility and feasibility report of the Long Thanh Airport project, when the project is completed, almost 80% of the traffic will be the number of international passengers going to and from Long Thanh Airport wishing to go to Ho Chi Minh City. Therefore, the completion of traffic routes connecting Long Thanh Airport to Ho Chi Minh City is very necessary, especially in the context that traffic routes connecting Long Thanh Airport to Ho Chi Minh City are currently in progress. overcrowding. Therefore, it is necessary to implement the Ho Chi Minh City - Long Thanh - Dau Giay Expressway Expansion Project to ensure the project's efficiency when the Phase 1 Long Thanh Airport is put into operation.

At the end of November, the Ministry of Transport and Communications has sent a document to report to the Prime Minister on the investment plan for the Ho Chi Minh City - Long Thanh - Dau Giay Expressway Expansion Project, the section from the intersection of Ring Road 2 to the intersection with Bien Hoa - Vung Tau Expressway. According to the Ministry of Transport, the HCMC - Long Thanh - Dau Giay expressway project phase 1 with a scale of 4 lanes has been put into operation since 2016. Since then, the number of vehicles on this highway has increased. average about 10.45%/year. Currently, the section from An Phu intersection to Bien Hoa - Vung Tau expressway intersection (nearly 21km long) is full of four lanes, the transport demand exceeds 25% of the traffic capacity of the road.

With the current four-lane scale, the above 21km expressway cannot meet the transport demand, especially when Long Thanh Airport phase 1 comes into operation. Therefore, investment in expanding the highway Ho Chi Minh City - Long Thanh - Dau Giay is very necessary and urgent. After considering, the Ministry of Transport agreed with the proposal of the Vietnam Expressway Development Investment Corporation (VEC) and the Committee for the Management of State Capital at Enterprises and proposed the Prime Minister to consider assigned VEC to study and take steps to prepare for investment and expansion of the Ho Chi Minh City - Long Thanh - Dau Giay Expressway Project.

According to the plan selected by the Ministry of Transport, VEC will mobilize capital to expand investment, organize the operation, exploitation and toll collection of the entire route to return the investment capital. Project investment procedures will follow the provisions of the Investment Law. This option is assessed by the Ministry of Transport as having the advantage of a favorable implementation schedule and is expected to be completed in early 2026, keeping up with the progress of Long Thanh Airport, and at the same time do not have to deal with the conflict of interest between the new investor and VEC.
