Relocation of Enterprises from Bien Hoa 1 Industrial Park Continues as Planned

(News Portal – Dong Nai) - The progress of relocating enterprises from Bien Hoa 1 Industrial Park (IP) to implement the Functional Transformation Project will not change. Accordingly, by December 31, 2025, all enterprises operating in the oldest industrial park in the country will complete their relocation.

The relocation of enterprises from Bien Hoa 1 Industrial Park will be completed before December 31, 2025. 

Relocating 14 Enterprises in Phase 1
According to the project to transform Bien Hoa 1 Industrial Park into an urban-commercial-service area and improve the environment, the relocation roadmap for enterprises operating here is divided into 2 phases: Phase 1, to be completed before December 2024, will relocate enterprises in Zone 1, covering an area of about 75 hectares in the southern part of Bien Hoa 1 Industrial Park, adjacent to An Hao Bridge, Tran Quoc Toan Street, Le Van Duyet Street, and Hanoi Highway. Phase 2, to be completed before December 2025, will relocate enterprises in the remaining area of this industrial park. It is assessed that achieving this goal will encounter many difficulties and challenges.

At the provincial People's Committee meeting to review the relocation plan for factories and enterprises under the project to transform Bien Hoa 1 Industrial Park into an urban-commercial-service area and improve the environment in mid-May, Ms. Duong Thi Xuan Nuong, Deputy Head of the Dong Nai Industrial Zones Authority, said that in Phase 1, 14 enterprises, including 13 domestic enterprises and 1 FDI enterprise, will have to relocate. However, to date, only 1 enterprise has relocated, while the others have not yet formulated specific relocation plans. In the past, these enterprises have also sent documents to the Industrial Zones Authority requesting guidance on support for the relocation process. “The Dong Nai Industrial Zones Authority has reviewed the available land in the industrial parks within the province and informed the enterprises about the parks that still have land for lease. However, what the enterprises need now is a timely support plan for relocation to adhere to the planned schedule," Ms. Nuong mentioned.

 

Meanwhile, according to Mr. Nong Van Dung, Deputy Director of the Department of Labor, War Invalids, and Social Affairs, the unit tasked with advising the provincial People's Committee on support policies for workers during enterprise relocations, has compiled all regimes and policies related to workers when enterprises cease operations. After a review, the Department of Labor, War Invalids and Social Affairs will report this content to the provincial People's Committee. However, the task of reviewing workers' difficulties and aspirations against legal regulations to advise the provincial People's Committee to propose additional support policies to the Provincial People's Council is challenging to complete on time. “The provincial People's Committee requires completion in the second quarter of 2024, but the earliest the unit can present to the provincial People's Committee for consideration at the year-end session of the Provincial People's Council is late 2024," Mr. Nong Van Dung stated.

Ensuring Implementation Time  
Mr. Nguyen Huu Nguyen, Director of the Department of Planning and Investment, said that the main obstacle in implementing the project to transform Bien Hoa 1 Industrial Park into an urban-commercial-service area and improve the environment lies in the relocation of enterprises. Enterprises have not yet planned their relocations and have no relocation sites. Many enterprises have therefore requested extensions for relocation activities.

However, recently, the provincial People's Committee has finalized the time frame for relocating enterprises according to the plan to transform Bien Hoa 1 Industrial Park into an urban-commercial-service area and improve the environment. Specifically, Phase 1 will be completed by December 31, 2024, and Phase 2 by December 31, 2025.

To achieve this goal, the provincial People's Committee has also assigned relevant units to develop and implement compensation and relocation plans for organizations, households, and individuals (if any). This includes building and carrying out compensation and support plans for the technical infrastructure system invested in by Sonadezi Corporation by December 31, 2025.

Efforts will also be made to disseminate information on the policy of removing Bien Hoa 1 Industrial Park from the provincial industrial park planning and to implement the project to transform Bien Hoa 1 Industrial Park into an urban-commercial-service area and improve the environment. Support and information on available land in industrial parks with suitable industries for relocating enterprises will be provided. ​
